摘要: 给出故障-安全在几个主要铁路相关标准中的定义,同时也简略给出在几个标准中实现故障-安全的重点要求作为对比;随后给出本质安全以及与故障相关的一些概念。针对故障-安全概念的应用,提出安全状态识别应注意的事项、考虑的因素,最后从整个系统安全的角度出发,在考虑人因因素的基础上,给出风险降低的原则和方法。

Abstract: This paper gives the definition of fail-safe in several main railway related standards, so as to have a deep understanding of fail-safe. At the same time, it also briefly gives the key requirements of realizing fail-safe in several standards as a comparison; In order to deepen the understanding of the concept of fail-safe, some concepts of inherent safety and fail related are given. As the application of fail-safe concept, this paper puts forward the matters needing attention and the factors to be considered in the safety state identification. Finally, from the perspective of the whole system safety, on the basis of considering human factors, the principle of risk reduction is given.
